So I finally have all the Rainbow Horses!
I'd like to get Secret Rainbow too but I'm confused by what is meant by changeable weather.

Changeable is a descriptor of the in-game weather, it changes every day. You can see what the days weather is by hovering over/clicking on the season symbol with the time underneath at the top of every page. Eg. Todays weather is cloudy 1degree. You just need to wait until the weather description says changeable.
