I sell horses based on their GPs, tack, companions, and bonuses/black market items. For example: Horse has 9,773 GP. Will be sold for 9,500e as is. +500e if included with tack. +1000e for every companion and black market item. Horses with lots of items or special coats may be sold for Passes. Each horse being sold will be listed a total of three times before I sell them to the Safe Haven. Once in direct sales for their baseline price with GP and bonuses, a second time in direct sales for a pass amount derived from the above, and a third time at auction for a lowered price.
