I'm not exactly certain what you are asking, so I'll try my best. When choosing a horse's specialty of either Classical or Western, choose the Western Discipline. Then, once your horse is ready, choose the Barrel Race competition to run barrels. As for the Barrel Racing Grand Prix, the Grand Prix is unlocked once you complete the Apprentice Breeders Objectives, and runs in 5 heats, 1 a day from Monday to Friday. You can enter 2 horses each day into each of the Classical and Western Grand Prix per day, and Friday's heat is the Barrel racing.

Now, the best breeds for barrel racing are easy to find. Go to the Breeding Farm tab, scroll to the Competition Results screen, and in the middle of the screen is the large Grand Prix button. You can push that button, and it will take you to the results of the Grand Prix, and you can view the top 100 horses that participated in the Grand Prix, and also previous winners.
